I am assuming you are looking for a software that lets you design balloon decor examples to show to prospective customers.

If you meant something else, please let me know in the comments below.

The only commercially available software program I know of is called Decoloons.

Developed by balloon decorator Ken Stillman, it allows you to compose a wide range of balloon designs on different backgrounds. You can change size, color and position of all the balloon decoration elements.

You can fill the library with photos from your own balloon decors - a great way to personalize the design examples.
