I would like to add a balloon collar to an 18" foil balloon.
Do I have to fill the 5" balloons with helium too or can I fill them with air?
If I use air, will this pull the foil balloon down?

ANSWER:
Hi Jackie,
According to the Qualatex Balloon Helium Chart, the lifting capacity of an 18" round foil balloon is about 2 gram (0.1 oz).
This is only about a fifth of what a standard, 11" helium filled latex balloon can lift.
To ensure that your foil balloons floats properly, you should fill the 5" balloons of the collar with helium. Treat the latex balloons with Ultra Hi-Float if you want to make sure that they stay nicely inflated for longer than 24 hours.
