How do I do a wall cascading balloon decoration, starting from the floor like the picture I uploaded, and what supplies are needed?

Looks like they filled the balloons with helium, tied them to increasing lengths of ribbon to get the staggered look, and attached each ribbon to the floor.

You would need:

* 11 inch helium balloons in different colors; choose high quality latex balloons, like this Qualatex 100 balloon assortment in pastel colors.

* Color matching curling ribbon

* Helium

* Tape to secure the ribbons to the floor
