How to make a balloon arch with one-side-printed smileys but all smileys should be easily seen?

It's not easy to put helium filled balloons on a string but the problem is when we want to put 11" round latex and one side printed smileys because its hard to make smileys to be seen and for all of them to look in the same direction. What can we do about that?

P.S. Without adding 5" balloons below the smiley!
