Frames for Balloon Hearts and Numbers

Whats the best frame to use to make a heart of balloons and large numbers and where can I buy these from?

I am decorating my friends wedding venue and another friends 40th birthday party. I would like to make a big open heart and a big open 40. I have seen these on the internet and they look wonderful but have yet to find the correct material to construct them. I would be grateful for you help.
