Making decorations without a frame

I work on a car lot and we want to do some minor balloon art. What kinds of things can I do without a frame or special balloons? All I have are 17" balloons.

For decorations without a frame you have three options:

a) Designs hanging from the ceiling (for example a balloon garland),

b) Helium filled designs (for example balloon bouquets) or

c) Using a balloon holder.

Option b) means that you would need helium, and the balloons would only float for about 24 hours.

Option a) requires some work, but would certainly give a nice result, especially if you have 17" balloons in different colors.

Option c) is the easiest one. You can get balloon holders that are specifically designed for attaching latex balloons to a car window.
