How to make a swirl lollipop balloon

How do you roll up the long thin balloons in a circle to make it look like a swirl lollipop? I saw it online at a birthday party but I don't know how to secure it to stay flat after it is rolled up like a snail.

The swirl lollipop balloon in your picture looks absolutely fabulous! I cannot explain how this is done, as I am pretty much a beginner when it comes to balloon twisting.
