How do you set up for a balloon drop?

I am planning a banquet and am trying to figure out how to set up for a balloon drop rather than hiring someone to do it.

Do you run doublesided tape with a drawstring down the end of two plastic sides of a lightweight drop cloth and fill with balloons?
