How do i make a balloon cloud

It's 1 huge balloon with 4 little balloons around the bottom with ribbon coming from the bottom. Its been described as looking like an octopus.

Hi Jo,

"Balloon Clouds" or "Fantasy Clouds" are normally made of 9 balloons: two clusters of 4 balloons topped by a single balloon. And I suppose if the top balloon is bigger than the ones used for the clusters it could look a bit like an octopus.
